Senior Human Resources Managers (m/f/d)

The MSF Operational Centre of Brussels (OCB) employs over 15,000 staff globally, with over 90% working in countries of operations across 37 countries. The Human Resources department supports this global workforce through a team of 130 primarily based in Brussels, Kinshasa, and Abidjan.

Human resources specialists act as strategic partners in fulfilling MSF's social purpose. Committed to providing a safe working environment with equitable access to knowledge and opportunities, they do it through a global, mobile, and diverse workforce approach where people and organizational needs, values and culture, development and sense of belonging are core. They also ensure an administrative and managerial framework that guarantees that MSF is a responsible employer.

In line with OCB’s strategic ambitions, emergency preparedness - including backup plans and internal mobility - has become a key HR focus, as over 60% of our programs now operate in emergency contexts.

MAIN PURPOSE


As Senior HR Manager, you ensure good planning of project human resources, covering the full employee cycle from recruitment to end of contract. You oversee compliance with internal regulations and national social legislation. You act as a strategic HR partner, supporting program objectives, building capacities, and ensuring quality HR processes.

        ACCOUNTABILITIES

        Strategic HR Alignement

            • Translate program objectives into HR plans and architectures
            • Position HR as a strategic partner to program operations, ensuring proactive support
            • Lead or contribute to change initiatives, improving program responsiveness and HR-operational collaboration
            • Implement and contribute to the adaptation of the country’s HR strategy

            Human Resources Management

            • Ensure workforce planning aligned with project and program needs
            • Manage recruitment, onboarding, career follow-up, and end-of-contract processes
            • Guarantee compliance with MSF internal policies and local labor legislation
            • Maintain accurate personnel records and monitors payroll together with finance
            • Act as strategic HR partner, supporting program operations through coaching and advisory approaches
            • Supervise/perform payroll procedures
            • Promote sound people management, development, and performance evaluation, by proactively supporting the project line managers in detecting training needs, in properly evaluating people performance and in potential identification, in order to improve people capabilities, and their end results contribution to mission goals.
            • Facilitate initiatives to support people well-being

                  Capacity Building

                  • Organize training and knowledge transfer for HR staff
                  • Support team leaders and managers in developing people-management competencies

                  Safeguarding

                  • Promote, create and maintain a safe organizational culture for all people who work for and with MSF, including MSF partners.
                  • Ensure that the workplace, wherever staff are located, is built on respect, tolerance, diversity and inclusion that delivers a safe and respectful environment.

                          REQUIREMENTS

                          Education & Experience

                          • Diploma in HR, management (business, HR), economics, administration, or human sciences
                          • Solid HR experience with minimum 2 years of proven experience as HR Manager/HR Team Leader (HR Coordinator experience is an asset) - coaching and mentoring experience is an asset
                          • International NGO experience
                          • Experience in both HR operations and HR strategic partnership roles
                          • Experience in Emergency humanitarian contexts
