Emergency Pool Mobile Environmental Health Team Leader (m/f/d)

Within the Operations Department of MSF Belgium (Operational Center Brussels - OCB), our Emergency Pool (E-Pool) has as primary function to intervene directly and quickly with medical activities in crisis situations such as conflicts, epidemics, outbreaks and natural disasters while guaranteeing the quality of interventions. It is also tasked with the monitoring and identification of crises that may arise.

The E-Pool consists of one E-Pool Coordinator and a deputy, and two Emergency Coordinators based in Brussels. In addition to the Emergency Coordinators, the E-Pool unit is composed of technical referent officers in Supply, Logistics, HR and Finance.

The E-Pool also includes a Mobile Emergency Team deployed in emergency operations and composed of different profiles of coordinators and technicians. Members of the E-Pool Mobile Team travel at short notice to any context where the E-Pool is leading interventions, operating in a roving capacity. They undertake successive several short-term assignments between 6 weeks to 3 months, though in exceptional cases, it may extend beyond 3 months.

MAIN PURPOSE

As Emergency Pool Mobile Environmental Health (EH) Team Leader, you will cover 4 main tasks:

• Direct technical support to operations (regular programs and emergencies)
• Contribution to programs’ operational strategies 
• Management and supervision of EH teams 
• Follow up of EH specific supply and budget line in programs.

Priority will be given to assignments in emergency interventions on EH Team Leader positions, but other EH Manager or EH Coordinator positions could also be covered to support more directly the project. You will be managed by the EH technical referent of the E-pool who will define the assignment priorities. While being in the programs, the normal hierarchy exists, thus line management by Project Coordinator and technical support by Project Medical Coordinator, Logistic Coordinator or Country Medical Coordinator.

        ACCOUNTABILITIES

        Direct technical support to program operations

            • Promote and implement water, sanitation and hygiene activities of the program (implement or facilitate).
            • Participate in exploratory assignments and program support visits.
            • Ensure the post of EH Coordinator, where appropriate, in emergencies.

            Contribution to programs’ operational strategies

            • Shares information with Medical and Logistic Coordinators to identify potential EH related activities to develop.
            • Participates in the development of appropriate project strategies based on analysis of the situation.
            • Advises on emergency preparedness (Eprep) capacity when appropriate.
            • Assess needs of population in needs in all type of disaster to support the development of a strategy.

                  Management and supervision

                  • Contribute to the definition of EH teams required in emergency.
                  • Organize and prioritize the EH team members according to needs.
                  • In the programs provides coaching to EH and logistic teams both local and international staff.
                  • On ad-hoc basis capitalize on material, procedures and approaches used during deployment.

                  Follow up of wash specific supply and budget line in programs.

                  • Compile orders coming from the team he/she supervises.
                  • Validate orders according to the finance validation grid.
                  • Follow up and ensure dispatch according to priorities.
                  • Validate local suppliers.
                  • Clean up stock and Eprep stocks

                  As EH Team Leader you are part of a core group of medicals, para-medicals and support staff responsible for responding to: epidemic outbreaks, nutritional crises, displaced populations and/or refugee camps, conflict contexts, natural disasters, exploratory assignments, short gaps filling on regular programs.

                        REQUIREMENTS

                        Education & Experience

                        • Diploma: Bachelor in Sanitary Engineering, Water Resource Management, Wastewater Management, or equivalent diploma.
                        • At minimum 12 months of international MSF experience in Environmental Health programs in different contexts, including at least two assignments in emergency contexts in managerial roles.
                        • Capacity to quickly evaluate an emergency situation on the ground and to propose an appropriate Environmental Health strategy.
                        • General knowledge of MSF in emergency management, Public Health, Rapid Water and Hygiene Assessment, and MSF standard EH protocols.

                                Competencies

                                • A demonstrable understanding of the need to integrate Medical and Public Health/ Environmental Health activities.
                                • Proven record of needs assessment.
                                • Good, hands-on experience of deploying and using MSF EH kits in programs.
                                • Knowledge of surface water treatment, groundwater, water quality and water trucking management.
                                • A flexible and solution-oriented mentality and the ability to be decisive in chaotic circumstances.
                                • Proven skills in negotiation, diplomacy and decision-making skills.
                                • Proven capacity for coordination and organization.
                                • Ability to prioritize work, manage teams and communicate clearly decisions.
                                • Capacity to work in a volatile, insecure context and deal with stress.
                                • Ability to work as part of a multi-cultural and multi-disciplinary team
                                • Availability, flexibility and mobility.

                                Languages

                                • Proficiency in English and French, both written & spoken is mandatory
                                • Good knowledge of Arabic, Spanish or Portuguese is an asset

                                      Other

                                      Availability to travel to any country on short notice (48h).

                                            CONDITIONS

                                          • Expected starting date: As soon as possible (specific starting date can be discussed)
                                          • Location: Carried out in the countries of intervention (all contexts, including High-insecurity contexts) - based in the country of residence in between assignments
                                          • Contract type: Fixed term contract – Full-time
                                          • Contract duration: 12 months
                                          • Salary as per MSF international salary grid
                                          • The contractual terms, conditions and salary will be established according to the official residence of the selected candidate and in respect of MSF standard function and salary grids
                                          • Medical insurance 100% covered as per international package; 45 paid leaves; Accomplishment bonus of 1.5-month salary upon completion of 12-month contract
